It may be as it often happens in the case of all dictatoships whether of the Left or of the Right that there will be a considerable hiatus between the practices and pretensions of the State but the Articles of the Common Programme illustrate a striking absenca of those creedal cliches which are inescapable in the pusuit of the Marxist way. [...] So far as the Centre is concerned the inteval of less than eighteen month's between the proclmation of the new Constitution and the proposed general election represents only the period that was barely needed for delimitation of the new Constitencies and preparation of electoral rolls to enlist the 180 million adult population of the country. [...] And thus expediency and the moral oblgation to respect the requirements of a democratic exercise of power have both coincided in this decision to hold the elections at the earliest The arrangments for the demarcation of the constituencie-for the 496 seats of the House of the People and the 3 474 -seats to the State Legislative Assembles—and the preparation oY the electors' lists having ma [...] The assets are for the greater part the common stock of the Ford motor business and the book value in consequence understates the earning power of the capital which the new Director can command.
