The first of these is the awakening under cover of the new unity which the Communists have provided of the fierce imperialism of the Manchus. [...] These have been natually not self-sufficient in the sense that all the materials needed were locally obtainable and the fact that first the strain on our balance of payments and latterly the scramble for raw or semi-processed materials and high prices have interfered with free flow of the matrials needed by the industry will indicate the extent of the hardship to which members of the engin [...] While the execution of defence orders must be rgarded as the major opportunity for the engineering industry at the present time by which both the prblem of iron and steel supply and the shortage of orders can be remedied it is obvious that it depends entirely on factors outside the control of the Goverment which can only indicate to the proper quarters the capacity that is available and [...] If as is anticipated the difficulties of the capital budget prove to be temporary a policy which is the very rverse of the present one may soon be needed and in view of the heavy borrowing programme this year the need may be apparent in the very near future.
