Congress shall make no law respecting an estalishment of religion or prohibiting the free exercise thereof; or abridging the freedom of speodi or of the press; or the right of the people peaceably to assemble and to petition the Government for a redress of grieances." So ran the First Amendment to the Consttution of the United States; it was characteristic as well of the majority of [...] But once again the amendments have actually proceeded from the particular case to the enunciation of a general principle in the proposal to enact Article 31-A to the effect that the acquisition of estates or extinguishment or abridgment of rights in them can in future be attempted by completely ignoring the rights of compensation guaranteed by Article 31(2) of the Constitution. [...] The conclusion then is inescapable that in these two matters relating to the repression of the freedom of speech and the facility afforded for the exproprition of estates without compensation the amendments will bring about the total end of two vital benefits conferred by the Constitution. [...] If the contribution is levied on all the employees also the right to the welfare services and relief payments cannot be denied as they will be contractual obligations to the employees; what the Government has now sought to do is to repudiate the obligation to provide the insurance benefits by not entering into contractual obligations with the em ployees but at the same time to ask for the employ [...] The net result of the rejection of the main recomendations of the Press Laws Enquiry Committee and_ the enactment of the constitutional amendments would be legally to leave the Press substani lolly in the same position prevailing before Independence.
