THE EASTERN ECONOMIST (921 Tibet under China THE announcement of the conclusion of a SinTibetan agreement at Peking on May 23 to coplete the peaceful liberation" of Tibet seems to have made a much less sensational impression on the public than the exciting news flashed last October of the beginning of the Communist offensive in Eastern Tibet for the accomplishment of the same purpose. [...] Still further scope for a close control of the remnants of this autonomy has also been provided by the restoration of the joint authority of the Dalai Lama and the Panchen Lama; since the latter has long been a protege of the Chinese Government and will even now be beholden to Peking for the restoration cf his status there is not much doubt that the old feud with the Dalai. [...] This is the major question which still remains to be answered now that the American ceilings are announced; and when the projected coference is held towards the end of this month order to review the working of the Indo-Pakistan pact the means of deriving the maximum benefits over a period of time from the present U. S. certings may well be the main item on the agenda. [...] This is a policy which will by and large have the approval of the other members of the U. N. especially of the British and the unity of policy seems unlikely to be marred on this occasion by British insistence on the consideration of the quetions of Formosa or of Red China's membership of the U. N. on which American opinion has been emphaticaly opposed. [...] If the discussion should proceed according to the present second agenda which will lead from a discussion of the existing level of armaments to the measures to be jointly proposed for the international control and reduction and then to the demilitarization of Germany—and not in the reverse order as Russia has proposed—the logic of the case of the democratic powers cannot fail to emerge.
