But neither the reduction of the Communists nor the dominant Rightist impulse of the Assembly touches the heart of the immediate problem in France which is not only French but happens for the moment to be a problem for the whole of Western Europe that is the problem of West European defence in which France occupies the key position. [...] It is not the least of the merits of the increase of retention prices that it has not been allowed except in the instances noted below to be reflected in the selling prices of steel to add to the inflationary forces in the economy. [...] The Commission's reason for the proposed method of the calculation of the real value of the total allowance was to avoid the possibility of a discrimnatory treatment resulting therefrom. [...] The liberal nature of the present concessions is borne out by the refusal of the Goverment to put too narrow a construction on the term dependents" in calculating the size of the family.
