The choice of the symbol became not a matter of routine decision as being only concerned with identity but a quest for 2 pictographic presentation of political creed; the initial rivalry for particular symbols among the parties—like the claim of the Congress party and of the Socialists for the same symbol of the bull and the plough—also become symbolic in itself of the current political scene in [...] The political scene in India thus resembles at least on the surface the French multiple party system; and though the strength of the Indian Communists is not by any means comparable there are distinct similarties between the Hindu Mahasabha at the extreme Right corresponding to the De Gaullists and the Centre parties to the Right and Left respectively in the Cogress and the Kisan Mazd [...] Except for the ability of the individual countries to finance the plan from their own resources the growth of the infant plan depended on the care of its foster-parent the U.S. [...] SALES TAX ON ESSENTIAL GOODS The elucidation of the Government of India's policy Ken the levy of sales tax by State Governments on essential commodities made by the Minister of State for Finance at Madras confirms the doubts raised by the present form of the bill now published to regulate the levy of the tax. [...] The proposed amendment to Section 28 will authrise the publication of the names of defaulting assessees and incidentally it graduates the penalty prescribed for the failure to submit returns with reference to the seriousness of the offence.
