As regards the first; there is difference of opinion between the Government and the Federation as to the level of the hypothetical cost of living index at the moment—it is a tragedy by the way that this index still continues to be as hypthetical as it was when the Pay Commission reported. [...] There is also irony in the release of this communique on the very day when the draft of the outline of the Five-Year Plan chose to impress upon the country the supreme need of holding prices and the cost of living. [...] And the effect of the food subsidies at present has been to offset the entire receipts of the duty on hessian the fear of the loss of which was a potent argument against revaluation. [...] On the internal issues the electioneering promises relate to the settlment of refugees creation of linguistic provinces rmoval of all disabilities on women ard a vast scheme of advancement of Scheduled Cages; the guarantee of minority rights and the expansion of the sphere of people's freedom (fundamental rights?) complete the general aspects of the Manifesto. [...] The Manifesto is thus true to the doctrine of the party; the Revolution it hopes to achieve in the life of the country is a matter on which about 2 000 canddates of the Party will have to present evidence to convince the electorate of the desirability of the shape of things to come.
