The Kagalle judgment is based on the clear and unequivocal language of Section 29(2) of the Ceylon Constitution Order and the conclusion which it draws seems to be inescapable considering the fact that the proviso to Section 29(2) will not protect the impugned sections of the impugned Acts. [...] Notwithstanding the great play which has been made of the Kagalle judgment nowithstanding the recent and contemplated measures regarding the C eylonisation of trade and in spite of the revival of the demand for self-government in the northern provinces a noticeable improvement in the relations between Indians and Sinhalese will now take place if it is known that in consideration of past asst [...] Stokes announced as the basis of the talks concede the substance of the Iranian case since they include firstly the recognition by the British Goernment and the Anglo-Iranian Company of the priciple of oil nationalisation and secondly the cessation of operations by the Anglo-Iranian as such in Iran and the transfer of its assets. [...] The latter would however raise the issue of compensation the actual dispute being whether the Iranian Government should pay up accoring to the value of the installations in Iran—which is only fair—or according to the market value of Anglo-Iranian shares which would depend on a number of other operations of the company outside Iran. [...] THE CHANGE FOR C STATES The changes now proposed in the bill to regulate the government of Part C States are how a concession to the strength of the opinion of the representatives of the states than the result of a wholehear!.ed belief of Goernment in the suitability of the new principles to the administration of these States.
