The claim therefore for the exercise of belligerency rights alone which affects the normal traffi.c of a zone which is governed by international law and usage and is vital to the commerce and security of the rest of the world cannot in reason be subject to Egypt's desire to take advantage of her technical belligerency for an internal political purpose of keeping alive the feeling against Israe [...] A fiscal measure which helps the Central Budget is not necessarily in the intrests of the country even if it is in the interests of the Central Government; and we have now arrived at a stage when the Central Government is placing its own financial considerations above those of the lonterm interests of the country.
