Viewed retrospectively it is an aproval by the people of the country of the choice of the Congress Party not only as the most stable factor in the Indian political scene but also as the most competent receiver of power which could successfully hold it and in time create the conditions by which that power can be exercised by the people through the normal democratic processes. [...] There is also the feeling 'that this demonstration of royal power is intended to prserve the dynastic prerogatives against the republican tendencies of the Wafd in view of the birth of an heir to the throne. [...] Apart from the interest in the political stability of Nepal on the ground of the securitof the frontiers there is also the desire to promote the stability of a democratic government 'in the same sense in which leading democratic governments are interested in fostering democracies everywhere. [...] SHORT LEASE FOR PREVENTIVC DETENTION The debate in Parliament on the extension of the life of the Preventive DetentiLi Act beyond 1st April was necessarily limited to the question whether the "lame duck" se'ss'ion should only leave the existing position unaltered until the new Parliament is in a position to consider the issues afresh. [...] As a committee of the legislature the Estimates Committee is only asserting its right of cotrol by making the executive responsibility more reel and preventing the evasion of such responsibAity the ground of the autonomy of the corporations.
