This will be the distinctive feature of today's Presidential Eletion on. the system of weighted vote by the electoral college consisting of members of both House of Parliment and the elected members of the Legislative Assemblies of the States. [...] But it is the virtue of the system of indirect election 'that the main parties which will choose the candidates need not even when the contest is likely to be keener than now on account of a more balanced party strength in the legilatures select them on the basis of their popular apeal or the mere capacity to catch votes irrespective of their ability to maintain the dignity and prestige [...] The key to the understanding of the importance of the Presidential office is not therefore to be found in the articles which enumerate the President's powers. [...] The convention which ordains that in the exercise of his powers in controlling the armed forces in the dissoltion of the House of the People in declaring a state of emergency or in refusing to assent to legislation and returning it for reconsideration the President should in practice be bound by the advice of the Cabnet is not less supreme than the powers themselves. [...] In between are complaints regarding the multiplicity of advice (with the example of the Maithon dam excavation for which has recently been begun in point); the absence of a schedule of rates; lack of progress reports (with particular reference to Hirakud); the absence of engineering personnel at the top; and wasteful methods of construction in general.
