There has been an affirmation of the value of the ties with Britain and the Commonwealth that still survive as a result of historical factors —like the organisation of the army the language and the pattern of trade—for the continance of which no apology was needed. [...] But in recent times there has been a tendency in these major democracies also to minimise the opportunities for showing the implications of the Rule of Law because the strain of modern government is such as to need the delegation of larger and larger powers.to those in authority in abridgment of the rights of the citizen. [...] This refusal did not arise out of any rigidity of views on the functions of the Executive or the Legislature but in the realisation that to concede blanket authority to the Chief Executive especially in matters of a legislative nature under the pietext of emergency would have sacrificed the citadel of the citizen's liberty. [...] * * * * * Cost of Production of Steel: The Government of India has announced the appointment of a committee of ten members to assist it in the preparation of new schedules of extra charges for the products of the Indian steel industry. [...] The development scheme provides for the establishment of radio centres at Cacutta and Madras the modernization of the existing centre at Bombay and the expansion of the Delhi centre in view of its importance as the capital of India.
