Within the framework and the limits set by the will of the Indian people and the Rule of Law by which they are bound India's leaders in the last five years have accomplished a task of which India can well be proud. [...] They include the maintenance of law and order the dramtic unification of India by the process of integration the passing of the Constitution by which sovereignty was transferred in law to the people and the holding of the great elections by which the voice of the people was heard and indeed made to resound round the whole world. [...] The Indian Ocean and the Japanese Sea are the naval bulwarks of the Free World in Asia just as the sub-continent of India and the islands of Japan are decisive elements in Ccmmunist land containment. [...] The strain lies in the cost of living; in the towns this is largely because of the high price of imported food. [...] Part II of the Annual Number will contain as usual a !review of the economic life of India in 1952 in the form which has already won recognition as the most authoritative and detailed presentation of the economic situation in the country.
