The solution of the problem depended on the capacity of the Government to increase the outlay in the capital expenditure under the Five-Year Plan. [...] Since Section 25(1) of the Constitution is justiciable before the Courts the extent of the restrictions the executive can impose can be called in question; in the last analysis it is not the Home Minister but the Courts which will determine the validity of a particular restriction. [...] The attack on "the survivals of chauvinism and nationalism hindering the strengthening of the friendships of peoples" has been coupled with the denunciation of "nationalist distortions in some books on the history of the peoples of the U.S.S. [...] The timing of the visit has given rise to some speculation but it appears that one of the motives which has impelled the visit of the Greek Premier is to cosider the issue of Balkan alliance in the context of the peace overtures which Russia has been making in the past few weeks. [...] Statemen of both the countries entertain the apprehension that the underlying intention of the Soviet overtures may be to weaken all-out concrete support of the Western powers to the proposal of the Balkan alliance.
