Resolutions of the Conference The conference of the Industries Ministers of the Congress provinces was held in New Delhi under the Presidentship of Rashtrapati Sublias Chandra Bose on October 2 and 3. The conference concluded after passing the follow ing resolutions :- (1) This Conference of the Ministers of Industries is of opinion that 'the problems of"196 FINANCIAL TIMES FOR NOVEMBER 1938 pover [...] The Cominission to be called the All-India Planing Commission shall consist of the following members with powers to co-opt: (a) One nominee of the Government of each province or State co-operating in this work ; (b) Four representatives of the Federation of Indian Chambers of Commerce ; (c) A representative of the All-India Village Industries Assocition ; and (d) All members of the Planning [...] Hoever it is noteworthy that in all industrial countries with the exception of Japan the decline in exports up to spring of this year was far less than the decline in exports of the raw material countries and that in a nuber of countries (for example Great Britain) the decline in exports to the United States and the Far east was considerably greater than the decline in total exports. [...] Rather the passing of a legislation on the line of the United States Warehouse Act of 1916 as amended later on would improve the situation and lle suitable to the temperament of the people. [...] We expect that the Goverment of Bengal with the resources made available from contribution by the central Road Development Fund and out of the Prvince's share proceeds of the petrol tax will begin the work of road development on the basis of the recommendations of the special officer as are accepted by the Government.
