The protection afforded to such raiyats is in accordance with the determined policy of the Legislature as evident from the series of enactments since the Permanent Settlement Regulations that none of the permanent tenants on the land who are in actual occupation of the soil and cultivating it shall be disturbed in any way on the sale of the superior interest for arrears of government revenue o [...] with the condition of residence for the acquisition of occupancy rights enabled a largenumber of non-resident (Paikasht) raiyats to acquire it and the Revenue Sale law which followed the said Act extended the protection from eviction and rack rent at the hands of the auction purchaser at the revenue sale to the "occuparicy raiyats at fixed rate."
