The fulfilment of this condition will endow them with a sense of discretion and responsibility for the life and liberty of others and also with a proper sense of the value of their property in both of which necessary qualifications the majority of the present officers are unfortunately found waning at the outset of their career. [...] Besides all such officers should be made to acquire sufficient proficiency in the vernaculars and usages and customs of the people and are to attend the proceedings of the Highest Tribunal of the province for a t Jest six months prior to their posting. [...] Members of one branch are to be transferred to the other freely in the first few yearn of their service as is done in the case of the members of the Civil Service. [...] The itriclious distinction and colour prejudice that have hitherto been maintained and have prejudiced the adminitration of justice in the trial of European British-born subjects should be removed altogether and all accused persons irrespective of creed and colour should be made for the sake of bare and literal justice and fairness amenable to trial by all courts. [...] ( 6 ) The codification of Hindu and Makomedan ( 7 ) A standiug law committee secure uniformity in the dcisions of the various Courts and to draw the attention of Government to the' defects in the existing Acts and their improvement generally.
