The real point of the resolution—not brought out fully in the debate that followed—was that the education at present given in Elementary Schools in the Madras Presidency and in the first four classes of Secondary Schools are absolutely the same and they will not become different one from another merely by levying a fine from those who pass from one school to the other. [...] We wish the Honourable gentleman had gone straight to the point and moved that in the opinion of the Legilative Council it was desirable for the advancement of the country that at least half the officers of the Indian Educational Service should be Indians and that the Government ought to devise measures to seek out capable Indians and make provision for their training in Europe or America such [...] The mere study of "educational system" will not do any good for after all the introduction of improved educational system is a matter that lies in the hands of the head of the department. [...] The first was about the iportation of Uriya teachers from Cuttack the reply to which by the D. P. I. called forth a letter of angry protest in the columns of the daily press. [...] A recent issue of the Cochin Government Gazette contains a full and interesting account of Coohin the proceedings of the fifth annual Educational Conference of the Head Masters spcmfereme held in the Emakulam College on the 3oth and 3rst of January last under the presdency of Mr.
