The greatest change in policy that has occurred in the last two decades in Great Britain has been the final abandonment of the old theory that the sphere of State action should be limited to the maintenance of peace order and the fulfilment of contracts. [...] If the progress of economic science in India is desirable in the interests of the Government it is none the less so in the interests of the governed. [...] Records went to show that it was also the birth-place of Krishna and the scene of his amours and exploits but all that was definitely known now was that it was the centre of the worship of Krishna Dealing with the history of Benares the lecturer said that the Asoka pillar which marked thesite of Sarnath was the most magnificent piece of sculpture which had yet been found in India. [...] The first question before the Senate was the consideration of the Report of the Joint Examintion Board Committee which was moved by the Hon. [...] The Matriculation WAS entirely out of touch with the officials of the schools—those who influenced the students and those who knew the defects and merits or the questions.
