We have also to admit that there is something contrary to the course of nature in the activities of the members of British Parliament which has brought about such calamities as the sufferings of British people on the little island as well as the fall of Singapore and other parts of the British Empire. [...] (1) What was the natural factor which brought about the existence of the vast British Empire and that of its Parliament ? (2) What are the volitional factors which have brought about the present calamities in the British Empire ? To find out what was the natural factor which brought about the existence of the vast British Empire we shall have to go very carefully through the history; -of the worl [...] It is obvious that the Ministers have taken it that the British Empire is full of 'resources and if the war can be prolonged the resources of the British Empire will enable the British people to stand the strains of the war much longer than the enemies can. [...] While revising the policy for the defence of the British Empire the British Ministers have to remember that the birth of the British Empire is basically dependent on their forefathers' spirit of self-existence as well as the existence of the rest of the world. [...] On the basis of these estimates the deficit on Revenue Account amounts to 1 crore and 5 lakhs.' Outside the Revenue Account the buget anticipates a net surplus of 69 lakhs the joint effect of the Revenue deficit of 1 crore 5lakhs and the surplus of 69 lakhs in the Capital and Debt Deposit Section of the Budget is to reduce the opening balance by 36 lakhs.
