prepared for a total war and to ask them to stake their lives and properties ; because howevermuch may be the probbilities of winning the war according to the calculations of the leaders of the war provided the procedure of total war is taken up it must be admitted that there will ' remain equally bad probabilities of losses and certainty of the innocent women and children in India to stand ra [...] Those of the members of the Common Council who shall be able to put up schemes for such developments of India as may assure minimum economic requirements to every one of the human society and who shall succeed in securing the majrity of the votes of the Common Council by being able to explain to them the scheme in unambigous language shall be eligible to become members of Legislative body [...] The move on the part of the Government is laudable as the production of our country is not sufficient to meet the tegith7ements of the people. [...] And General Mac Arttmr the luminary of the Philippines has also taken up the Supreme Command of the Australian area as well as the Philippines under the request of the Australian Government. [...] The modern war is not a one mainly depending on the strategic genious of the commading officers and the valour of the fighting forces but on the capacity of the combatants to maintain a continuous flow of supplies to the fighting bases and to the intrinsic strength for inexhaustable depostions for raw materials.
