NATURE OF THE OPPORTUNITY BEFORE we can clearly see the nature of the oppotunity we have to understand hOw India stands in a special relation with respect to the British Empire—how without solving the problems of India no problem of the British Empire or other parts of the world can be effectivly solved and how by simply putting India on the basis of a surplus the woe of the world can be [...] In the Balkans the Surveyors of the Royal Institute of International Affairs describe—"Agriculture was :a Means of supplying the cultivator with food nut a source Apes 22 P.1142 of gain ; except in the neighbourhood of big towns sales off the farm were a minor part of the peasant economy. [...] But India can do it because historically seen India did solve the problems of the world with regard to the food production even in the first part of the 19tho century and that is why all the poverty-stricken countries of the world attempted to come to India even at the risk of their lives ; commercially seen the lands of India were even the other day sources of gain to the agriculturists. [...] In addition the circumstances of this war are becoming so very adverse and grave with regard to the position of British Empire that it is immediately necessary for. the 'defence and freedom of the British Empire—not merely„for those of India—that the ways of finding the food of the world must be explored immediately from India. [...] The greater the violence the greater the resistance and the greater the cleavagHence the paradox of France—at one and the same time the most radical and the most conservative country in the pre-war world.
