It appears from the reports of the College that compositions in the vernaculars on various topics of social and material progress of the country formed a part of the routine work of the College. [...] Soon after the formation of the Deparment of Public Instruction (1855) the Director was so much impressed with the need of raising the tone of the study of the vernaculars that he actually expressed his wish to estblish chairs of vernaculars in the new organisation of the Colleges which was shortly to be effected to bring them up to the requirements of the University. [...] Yet it cannot be doubted that from their inception both the Department and the University were conscious of the wishes expressed in the Despatch and were doing something to promote the cause of the vernaculars in the higher institutions of the time. [...] The funds12 THE PROGRESS OF EDUCATION were distinctly given by the donors for the purpose of the encouragement of the vernaculars. [...] 3"18 THE PROGRESS OF EDUCATION Before closing I would like to mention two experiments which were tried in this Presidency in the matter of the mdium of instruction of the higher subjects after the vernaclars were eliminated from the university courses and after the Department arrived at the decision that the vernaculars need not be used as vehicles of higher knowledge in the general system
