[...] Elsewhere in this issue are published the Heads of Agreement arrived at by the Delgates of the Governments of India and Burma concerned with the negotiation of a Trade Agreement to replace the India and Burma (Trade Regulation) Order. [...] The siging of this document which took place at New Delhi on the 3rd of April marks the end of the pre-existent era of free trade between the two countries and inaugurates a regime of mutual'preferential treatment. [...] From the date of the Separation of Burma from India in 1937 to the beginning of April 1941 the trade reltions of the two countries have been regulated by Order in Council and goods passing between the two countries have continued to be virtually as free from customs duties as they were during the time when Burma was still a province of India. [...] 82.--The Governor of Burma prohibits under sub-rule (3) of Rule 84 of the Defence of Burma Rules the export out of British Burma to any place other than British India of the goods specified in the Schedule below except with the general or special permission of the Manager of the Reserve Bank of India Rangoon.
