Sardar Vallabhbhai Patel the Deputy Prime Minister inaugurated the conference and on the occasion were present the Rajpramukh and the Uprajpramukh of Madhya Bharat Union of States and the Ministers and high officials of the Government of India and of a number of provinces and States and States' Unions. [...] By this time the will of the men at the top becomes synonymous with the will of the nation and in the name of that will of the nation and being disgusted with the antics of their local representatives and hoping for the best the people at large quietly submit to the imposition of the rule from above. [...] The conditions are thus extremely favourable for advancing the proposal to leave the fate of the country and its governance in the hands of a leader or a couple of leaders and of allowing them to manage the difficult business through appointed officers instead of quarrelling incompetent and corrupt parliamentarians. [...] The machine will crumble to pieces if the people will withdraw their moral support and insist on ruling themselves through their own local people's committees and to reduce to the barest minimum the powers and functions of the State that will arise as the apex of the pyramid built on the basis local elected people's comittees. [...] The result of our endeavours to reduce the burden of Gemany on the American and British taxpayer must be to transfe.: a large part of that burden to the British economy in the form of increased competition.
