He invited the people to fight the menace of communism and to preserve order referred frequently to his long career of thirtfive years of service to the cause of the country and appealed to Congressmen to continue rendering service to the people if they wanted to win their support on the crucial occasion of the elections which he said must come in the near future. [...] He merely pointed out that many of the complaints were unsubstantiated and were a result of irreponsible talk on the part of the peOple and attributed the source of the talk to the Communist Party of India. [...] Punctuating the speech at frequent intervals with references to his long career in politics and the services rendered by the Congress in the past and tracing the origin of the numerous problems due to the war and the post-war situation he argued In the ordinary course of solving many problems we might have committed mistakes. [...] The subject involves three essential considerations: (1) a solicitude for individual expression; (2) a toughness of mind' capable of seeing the survival of the state as a condition precedent to the creativeness of individual within it; (3) a solictude for eliminating the terror of the state efficiency consisting in the fact that by cordinating all the techniques to enslave the greater part o [...] Freedom of.speech including the freedom of the Press like any other variety of human freedom does not certainly imply the right to frustrate and defeat the discharge of those duties of the Government upon the performance of which the freedom of all including that of the press depends.
