Assuming that the present scheme of expenditure particularly of a non-productive character remains unaltered the Government has to face the dilemma that if the direct taxes are increased the rich and the moneyed will protest and their protest will be powerful and if the indirect taxes are pitched up discontent among the mass of people will grow and such unrest will be harmful to the official po [...] It is true that the money income of the workers and the farmers has increased not necessarily by the measures taken by the Government but by the logic of inflationaiy finance but it is also true that the same forces have made the increase manyfold in the earnings of the moneyed people. [...] Rajagopalachari contends that the rich used to pay when they Were not sad now " we have to pay for it.- ' Those who share the bulk of the national income must necesarily bear the burden of State Finance.' It is suggested that masses of the people share the bulk of the national income and therefore they should shoulder the burden of the State finance— a burden which under the present Governmen [...] For the -questionable glory of the abstraction called nation the human beings of flesh and blood have to live not for the joy of living but for the strength of the State. [...] If this second view continues to prevail and the itifericans press it hard and have dropped the idea of reparations the result will be the revival of the economic and eventually the political power of Japan.
