[...] Trie division of the Roman Empire into an Eastern and a Western half had its natural cause on the one hand in the fact „that the East spoke Greek and the West Latin; on the other hand throughout the larger part of the Eastern Empire absolute monarchy prdominated as the traditional form of government whereas the Western Empire had a tradition of changing republican systems of which men rem [...] The tradition of classical antiquity othe traditional conflict between Church and State and the freedom of the comercial cities of the Middle-Ages—all of them presented obstacles to the rise of totalitarian States and above all to the philosophical doctrines which try to justify them.
