The Committee have pleaded against the acceptance of the right of the 141er in an unqualified manner and argued' that - the rights in land should be shared between the community and the tiller. [...] This does not however mean that the state should assume all the rightt and authority leaving no scope for the initiative on the part of the peasant." An indiction of the restrictions suggested in the name of the community can be had from the recommendation that " the cultivator will have the right to cultivate subject to the following conditions: That he does not sublet his holding; that he t [...] The greater the distance the more is the likelihood of the decisions appearing as something imposed; and in the absence of a feeling of reponsibility on the part of the peasant himself for them. [...] If he fails as he has done in the past the crown of the leadership of Asia may ultimately be a crown °of thorns unless in the meantime the heir of the prophet of truth will have lost the sense of dicriminating between facts and deliberately manufaNured fables to fool the world. [...] The whole problem now is the mobilisation of public opinion to get the Government's acceptance of the Assembly's recommenations and above all to put the material means at the disposal of the Sub-Committee to enable them to make their work effective.
