Another illastratoin of the surrender of judicial independence and the sacrifice of the principle of justice to a supposed popular necessity arises out of the nullification and elestruction by judicial interpretation of the constitutional provisions which guards the citizen with a guaranty that every indictment against him shall inform him of the nature and cause of the accusation against him. [...] 67 First.—The professional duties of the lawyer develop in him a capacity for the ascertainment of truth a power to explain and expound it to others and the art and ability to advocate the cause of 4ustiee and to win the triumph of right ; and the possession of any power involves the duty of exercising it for the good of others. [...] After petition has ben filed by the Commissioners of the District of Columbia requesting an inquireudo lunatico by the court art alienist is authorized by the executive authority of the District of Columbia to examine aied testify in court in regard to the present mental condition of the patient sent from the District of Columbia to the tovernmental Hospital for the Insane and if the patieiit is [...] The procedure in the criminal courts is as follows; The district attorney's office requests of the Depart-- meut of Justice the power to employ allenists who testify at the trial in regard to the mental condition of the defendant ; if they believe the defendant to be of unsound mind' the government may turn the witness over to the defence or on examination this fact will be dieloped. [...] It is the duty of the district attorney's office to secure the attendance of `the necessary witnesses and to take steps to ensure that the whole of the evidence of the sanity of the defendant is fully brought before the juty.
