In view of the urgency of the question of agricultural credit the Legislature which sponsored the Reserve Bank of India Bill not only provided for the establishment of an Agricultural Credit Department by the Bank but also directed the latter to make to the Governor General in Council a Report with proposals if it thought fit for legislation regarding firstly extension of the provisions of [...] Ultimately however the Shroffs must come in a line with the scheduled banks as much in their own interest as in that of the Reserve Bank which as the central bank of the country has to hold the balance even between the various consttuents of the Indian Banking System. [...] Role of the Reserve Bank :—There is some controversy as to what is the proper role of the Reserve Bank in relation to the various credit agencies dispensing credit to the agriculturist especially in relation to the Co-operative Banks. [...] This was in no small measure due to the inspiring presence of Sir James B. Taylor Governor Reserve Bank of India who presded over the College Day of Lady Taylor who gave away the prizes and of the several prominent business men and citizens of Bombay who responded to the invitation of the College. [...] Tannan was first appointed to the staff of the College in 1915 and except for a break of three years from 1932 to 1935 when he was on deputation with the Government of India as Secretary to the Indian Accountncy Board and Under Secretary in the Department of Commerce he was continuously on the staff of the College for nearly 23 years.
