of the native states accede to the proposal ' to declare by proclamation the Indian Provinces and the Native States to be united in a federation under the crown by the name of the Federation of India. [...] The economic unification of the country through transport facilities the growth of political unity under the mgis of the British crown the long and treasured traditions of a common heritage the unquestioned geographic unity of the country and finally the great development of the sentiment of a common nationality—all point to the essential oneness of the country. [...] Section 3 distinguishes between functions of the crown as regards British India and Federation and functions as regards the States; the former are to be exercised by the Governor-General the latter by His Majesty's Representative for the exercise of the functi ins of the crown in its relations with the Indian States." Section 286 (1) provides for the correlation of the two classes of functions [...] The essential features were borrowed mainly from the constitutions of Canada an Auscalia both of which owe much toTHE FEDERATION OF INDIA 21 the Constitution of the U. S. A. But in the peculiar circumstances of India the new constitution offers some variations from the constitution of the dominions and of the Commonwealth. [...] Thu(1) The J. P. C. stressed the vital importance of the Instrument of Instruction to the Governor-General and the Governors in the evolution of the Indian constitution.
