The storm of opposition in the Provinces especially from the mecantile community and the motor trade to the proposed co-ordinative clauses in the original draft of the Bill has largely been ovecome by changes made by the Select Committee and a few alterations effected by the Assembly. [...] The powers vested in the Provinces should serve as an inducement to the Provincial Governments to develop an intensive knowledge of the railway and motor freight systems and also of the problems of marketing and the effect of freights on the distribution of goods. [...] But the obvious financial and other interests of the Provinces in the development of road transport and the pressure of public opinion in the Provinces may be depended upon to ensure the scales between road and rail being held even by the Provincial Governments as the new Co-ordinating Authorities. [...] The public activities of the late Sir Phiroze were legion : the Corporation the Port Trust the Council of State the Round Table Conference the Bombay Society of Arts the Natural History Society of Bombay and a score of other public institutions. [...] We can still trace the influence of the naturalaw philosophy even in the 19th century in the inexorable law of Population of Malthus the Iron Law of Wages of Ricardo the Laissez-faire creed of the Manchester School the relentless Laws of Evolution of Darwin and Buckle's constraining Determinism.
