3. If there be any default in the payment of advertisement charges the Sugar Syndicate Publicity Deparment reserve the right to cancel the contract and recover from the advertiser the charges for the actual number of insertions already given at the time of the cancellation of the contract. [...] This year on the other hand the control had already been in existence for a considerable time and throughout the year the Government had been in close touch with the progress of sales and the conditions of the industry through the Sugar Commission and also had watched the working of the scheme which they had chalked out. [...] In fact it has been the edeavour of the Government to avoid ebarrassment both to the cane-growers and the factories by correlating the production of cane to the requirements of the factories. [...] Once the question of cane prices for the 1940-41 was finally settled the question arose what should be the sugar price of the ensuing production having regard to the cane price of 0-5-0 a crushing season of 80 days duration the present level of the excise duty and the excise cess as also the current prices of stores materials etc. [...] The following is the full text of the comunique :— "In accordance of their policy declared after consultation with the industry so to restrict the production of sugar in seasons 1940-41 and 1941-42 as to reduce the stock with fatories to two lakh tons at the beginning of November 1942 the Governments of the United Provinces and Bihar have decided to limit the production of sugar by factorie
