The study of the question of the collabration of women in the organisaiion of peace inserted on the Agenda of the 1931 Assembly following upon a resolution sumitted by the Spanish Delegation was cosidered by the Assembly. [...] Upon the receipt by the Council of a fresh petition from the Prince of Pless on the same question the German Government stated that it wished to submit the matter to the Permanent Court of International Justice in conformity with the provisions of the Geneva Convention of 1922. [...] The Council while emphasising the connection between such amendments and the work of the Disarmament Conference had asked the Secretary-General in agreement with the President of tie Disarmament Conference the President-6f the Council and the Raporteur on the matter to convene the Commission on the date which he might think fit. [...] Rorganisation of the Secretariat and appointment of the SecretarGeneral The Assembly continuing its study on the reorganisation of the Secretariat and the rationalisation of the various organs of the League requested the Supervisory Commssion to carry out a detailed study of these questions during 1933. [...] Background of the Conflict The national aspirations of the Republic of China the forward policy of the Japanese Empire and of the former Russian Empire the present dissemination of Communism from the U. S. S. R. the economic and strategic needs of these three countries are matters of fundamental importance in any study of the Manchurian problem.
