: The Government and the Maharaja greatly eplore the misunderstandings which lately have risen and which interrupted the co-operation tween the Government and all sections of the eople which is so necessary for the constitutional rogress of the State. [...] A powerful cause for misunderstanding has been cleared away by the declaration of the Mysore State Congress that the hoisting by it of the flag of the Indian National Congress has never been intended to be derogatory or hostile or disrespectful to the Mysore flag or the throne of the Maharaja. [...] It should further be borne in mind that though there is a growing party among Congressmen who seeks the total abolition of States as a relic of the Middle Ages the policy of the Congress as a whole has hitherto been and remains one of friendliness to the States in the hope that they will recognise the signs of the times and establish responsible goverment within their borders and otherwise ext [...] It is particularly gratifying to note that the reports of the Imperial officers in the district of Nellore anti the Vedaranyam area in Madras show that the Congress Commttees are doing effective propaganda to prevent abuse of the concession. [...] In order to help checking the Government have fixed and notified quotas for the various villages but the quantities manufactured are out of all proportion to the needs of the villages and the manufature still continues.
