The hollowness of this argument will be seen on comparing the gains of the foreigner and the meagre wages of the Indian labourer. [...] What it undoubtedly has done is to tighten two grips — the grip of the Anglo–Indian and Indian rich upon the Indian poor and the grip of Britain upon India."8 Is there the slightest doubt that it is in order to tighten and perpetuate this second grip that the " commercial safeguards " so called are provided for in the new Constitution ? It is a thing without a parallel anywhere in the world. [...] In one of his recent articles Shri Mahadevbhai Desai reprduced two resolutions passed by the Executive Committee of the Sangh one being for the appointnient of a Labour Committee of the Sangh and the other for emphasizing the need for strengthening a non-violent atmosphere in the country. [...] But till the Congress has developed a peaceful method of dealing with violent crimes its Ministers must use the police and I fear even the military if they are to undertake the administration of the affairs of the country in the present stage of its career. [...] As for boycott it is the duty of all Harijan sevaks not only to share with the Harijans the hardships of the boycott but to note down concrete instances and io bring them to the notice of the authorities.
