[...] During the Bannu raid he was told only one gun on the part of the citizens was in play although there was no lack of fire-arms in the city at the time of the raid and even that gun occasioned more casualties among the public than among the raiders. [...] The Governor is the agent of the Viceroy who is the representative of the Paramount Power. [...] Jorden President of the Council of the League of Nations said at the opening of the nineteenth session of the Assembly of the League of Nations that " the individual nation can no longer have security merely through self-exertion any more than that the individual householder can enjoy security through protection by his own walls and weapons.
