The Soviet Abassador at Washington protested against the "moral embargo" and against an American official's refeence to Russian soldiers as "serfs." At Belgrade correspondents of the press of the whole world flocked to cover the meeting of the Council of the Balkan Entente which declared a resolute neutrality and prolongation of the Entente until 1948 and invited 'friendly relations and pa [...] In the winter the black goat's-hair tents of the Afghans Baluchis and gypsies or the felt yurts of Turkomans and Hazaras are often neighbors to the towns in the lower valleys and plains. [...] (7) The maintenance of a free and independent China is not of the slightest account to the balance of power in the Far East. [...] On the other hand he has chosen not to see the ominous signs of Japan's collapse of morale of increasing restiveness under the militarists' domination and of the extreme unpopularity of the war among the Japanese people. [...] The United States began to make such a transition by the act of the Federal Convention of 1787 in submitting a constitution to the states to supersede the Articles of Confederation.
