His Excellency the Governor in his opening speech referred particularly to the Research side of the work of the Department pointing out that although unobtrusive in character it was never-the-less the foundation upon which the success or non-success of the Department depended. [...] With the advent of the Reformed Government there is the danger that items which appeal to Department The second Anual Meeting of the Board of the Agricultural Dpartment Bengal.82 the popular imagination will receive first consideration and the research work suffer in consequence. [...] I do not propose to deal with the action taken upon the recommendations of the last conference ; for Agriculture is no longed under the control of the Governor in Council and it is morappropriate that this should be done by the Hon'ble Minister who now controls the Department ; for the policy to be pursued now lies with him and the significance of his presence here to-day in place of a member [...] In putting on the wrapper he starts at the lighting end of the cigar and finishes at the end which one puts in ones mouth called the "Head." The fixative is used to hold the leaf at the "Head" and the operative then takes the product ; places it along side the gauge and trims it off neatly at the smoking end to the length required. [...] The visitors at the meeting of the Board of Agriculture were invited to the Dacca Farm on the afternoon of the znd August to inspect the laboratories and the farm.
