Thus in so far as the pound can he considered to be pegged to the dolar there is the same utter uncertainty in regard to the regulation of the value of the pound relatively to commodities as in the case of the dollar. [...] If for example on the advent of the ecnomic crisis in 1929 the Federal Reserve Board with the whole-hearted support of the United States Government had declaed that no general fall of prices would be permitted and that the existing price level would he maintained with the aid of all the resources at the disposal of the authorities such a consummation would undoubtedly have been possib [...] The principle of sanctity of contract must however give way to the higher "principle of social justice" in so far as the disadvantage caused by the breach of contract in the form of creating uncertainty is outweighed by the social benefit resulting out of the alternative ation. [...] The zatnindars also '"tempted by the income to be levied froin the cultivation of the waste land and by the offer of an interest in the soil itself entered 18 E.g.; The 'Indian Taxation Inquiry CoonOee' Report (para 267) gives the views of two Madras :officers in this connection representing the two sideS of the case.'" 19 Bengal Permanent Settlement Regulation of 1793.
