It has for some time past been apparent to the Board that employers in the Miland and Upper Districts of the Colony and the Indians employed would be mutually benefitted by such an appointment and during the past year Mr. [...] was spent in rewards and constables wages.5 Many deserters are hidden away within the Municipal precints of Durban and P. M. Burg and the Board regrets that in spite of more than one request addressed to the Corporations of these towns it has not received the assistance in dealing with the matter it expected. [...] The Laws at present in force applying to the introduction of Indian Immigrants and their management in the Colony are so numerous and intricate that the Board has now in hand the preparation of a consolidated Law which will be prepared in as simple a form as possible. [...] Mason the Assistant Protector and Secretary to the Board who has acted as Protector during the greater part of the year (owing to the absence on leave of Colonel Graves) to the satisfaction of all concerned continues to perform his arduous and very responsible duties to the entire satisfaction of the Board ; and the work done by the officers under him is performed cheerfully and efficiently." [...] I CERTIFY that all the Books of the Indian Immigration Trust Board of Natal have been examined in detail and that all Vouchers and Securities have been produced and compared and I find the same to be correct and the Books as usual neatly and carefully kept.
