Table I shows the personnel of the superior staff of the department including the Chief Auditor of Co-operative Societies the Divisional Auditors and the Superintendent of Milk Societies and the number of days they spent on tour. [...] The number of auditors was increased in the past mainly on the basis of the increase in the number of credit societies and in the amount of audit fees but no consderation was given to the nature and importance of the audit of the different types of credit societies. [...] In the course of my inspection of the financial position of the Central Banks I examined the difficulties of the co-operative societies in realising the dues outstanding from their members. [...] The reduction of the rate of interest and the extension of period of repayment of loans are mere palliatives but unless some suitable measures could be devised to gradually increase the income of the members it is uncertain how far the tightening of the official control on the administration of the societies and relief measures will succeed in producing the desired effect. [...] The duties assigned to the circle auditor in addition to his audit duties are to maintain a record of the economic history of the members of societies under his charge to encourage the formation of an advisory body in the circle for improving the working of societies to promote schemes of rural reconstruction and to assist the Central Banks in the collection of their dues from the village societ
