Resolution 1. Resolved that with a view to associating the subjects of the State with administrative problems in an increasing degree and to afford them opportunities of receiving training in the working of democratic institutions the following measures be sanctioned viz:— 1. The inauguration of Panchayats 2. The establishment of Advisory Board in the Districts 3. The creation of a Central Adv [...] (b) Panchayats can also be started in other villages both Khalsa and Jagir with a population of less than 1000 persons if the inhabtants express such a desire in writing to the Government provided the advice of the Hakim of the District wherein the village is situated or the Jagirdar if the village lies in a Jagir shall have been taken and found in favour of the public demand. [...] The District Advisory Board will consist of members as named below and will work under the presidentship of the Hakim of the District the Assistant Superintendent of Hawala being the Vice-President. [...] Recommendations may be made by the Boards affecting both the Jagir and the Khalsa areas.4 The discussions and recommendations in and by the Central Advisory Board may include the working of the District Advisory Boards. [...] The Presidents of the Boards will have the power to disallow discussion on such subjects as are irrelevant or as in the opinion of the Presidents do not come within the purview of the Boards or the discussion of which is deemed to be not in the interest of the public; the Presidents however will every time report the fact of their having exercised a prohibition to the Government.
