1. We recommend that there should be one continuous general course in which the vernacular is the medium of instruction Stages of Instrufrom the lowest class in the elementary school to Hon the highest class in the high schdhl and that the present differentiation between the upper primary standards and the Anglo-Vernacular middle standards be abolished. [...] If it is found possible ultimately to complete the present elementary course in four years we recommend that one of the standards of the higher elementary stage be transferred to the elementary stage so that the length of the course should continue to be five years. [...] We have therefore suggested the reorganisation of the Primary and Secondary courses so as to bring the schools into more intimate touch with the life and needs of the people and the revision of the curricula so that they may reflectito a greater degree the life interests of the community served. The proposals made are mainly with a view to giving schooling a definite vocational implication under [...] of the total number of persons employed is sufficient evidence of the importance of agriculture and of the need for relating any system of education to the life of the cultivator."7 Next in importance come those who are engaged in the production and supply of material substances i.e. [...] The basis of the present system of education is the primary school in which the pupils receive instruction through the medium of the vernacular.
