In the following chapters I intend to explain the working of the various Municipal Departments and finally to show the actual financial position of the Municipality and also to suggest lines of development for the future " TERMINAL TAX. [...] Under special arrangements with the Railway Authorities the latter maintain on behalf of and at the cost of the Municipality a staff of seven clerks at the City Railway Station Keamari Station and the Thole Produce Yard for the supply of copies of all invoices of imports by rail. [...] The Committee after visiting the places and hearing the owners' case and getting all the information they can fix the assessment which is final so far as the Municipality is concerned although the owners have still a further right of appeal to the City Magistrate for which however pre-payment of taxes is necessary. [...] The majority of Municipal leases are B-1 and B-2 the former having to pay on reneal' a revised land rent only and the latter a revised land rent plus any sum fixed by the Municipality as premium which is supposed to reprsent the minimum occupation value of the leasehold at the time of renewal. [...] Under the Municipal Rules all building plans have to be prpared by Licensed Architects and Surveyors and the Municipality has lately revised its rules relating to the licensing of Architects and Surveyors by definitely prescribing the qualifications necessary for the grant of a license.14 Karachi is a city of growing importance and it is a paramount necessity to see that the construction of b
