In the Eastern Division the N. E. monsoon which sets in about the middle of October and lasts to the end of the following January or miFebruary brings the principal rainfall the total of which for the whole twelvemonth varies from a minimum of 60 inches on some estates to a maximum of 110 or thereabout on others. [...] The Colonial Treasurer or the Assistant Colonial Treasurer the Chairman of the Planters' Association of Ceylon and the Chairman of the Ceylon Estates Proprietary Association ; with three members representing the Planters' Association of Ceylon three members representing the Ceylon Estates Proprietary Association one member representing the Low-country Products Association and one member represe [...] The draft constitution provided for the establishment of two sub-Committees of the Association the first to guard the interests of Proprietors and the second to deal with all matters and questions that cocern Superintendents and Assistant Superintendents of estates." For various reasons proprietary planters did not see their way to accept the scheme and only the Superintendents' and Assist [...] The length of side drains the distance between them and the gradients to be adopted must all largely depend on the cotour and lie of the land to be opened the nature of the soil and the maximum rainfall that may be expected to occur in 24 hours. [...] The explantion of the quick disappearance of the water accumulating in the locks appears to be that as it runs into the deep end of each section the air beneath is expelled and escapes through the un-submerged portion of the drain absorption of the rainfall thereby being greatly accelerated.
