The replies received to the above circular were duly fowarded to the Secretary of State with the remarks and rcommendations of the Government of India on the several points under discussion and the Governor General in Council now proceeds to communicate for the guidance of the several Local Governments and Administrations and of the Departmental authorities concerned the final decision [...] 3. As regards the employment of convicts extramurally Ole clear from the tenour of the reports submitted by the LocalGovernments that in view of the ►raetieal difficulties surrounding the matter it is scarcely possible to anticipate the time when extramural labour ean form the prineipal mode of employing long-term prisoners throughout British India. [...] S. With regard to the principles which should regulate the price of articles manufaetured in jails whether offered for =le to the public or to the consuming Departments of Government Her Majesty's Secretary of State has accepted the view of the Government of India that the simplest course is to follow as closely as possible the prevailing market rates for similar articles. [...] come up to the full capabilities of the jaicirelinv-tanee.: of the jail or jails in question the ;. vrnmnt of India for the issue of an Imperial Department as may appear to I have the honour to be Your most obedient servant M. [...] The objection to the system is not that the convicts work but that the results of the labour of those who require only food clothing and shelter tend to reduce the wages of the labourer.
