1528 of the 27th J Ine commending the introduction of the circle system.' A memorandum on the working of the President-panchayati system and on the introduction of the Circle diicers for the control and guidance of Presidents was accordingly drawn up and the scheme outlined therein was considered at the conference of Commissioners held in October 1911. [...] At the close report I drew attention to the disparity winch existed in Wherein districts regarding the arrangement of the chaukidari beats and the organiztion of the chattkidari unions and the powers which were exercised by the Subdivision al officer and the Superintendent of Police respectively in connetion with the appointment punishment and the -rewarding of chaukidars and daffadars an [...] On a requisition from the Chief Secretary I submitted a note dated the 24th April on the historical and legal aspects of the question and advised the raising of the maximum rate of the chaukidari tax and the extension of the tax to all renreceivers whether they had a cutchery house in the union or not on the principle of taxation for protection. [...] Under the direction of its able Chairman the Manager of the Trust Fund the union committee is doing a great deal to improve the sanitary condition of the town by the maintenance of good roads the clearing of jungle the eleaning up of tanks etc. [...] The other branches of the Mukerjee family who are the leading zamindars of the place have started a 'peoples association.' Saw all the members of the family and advised them to work in concert For the common good or the village and the locality.
