That with the object set out in clause 5 the Government in England have decided with the approval of His Imperial Majesty the King-EMpefor that the Secretary of State for India should accept the invitation of the Viceroy to corns mit to this country to discuss matters relating to the carrying out of this new policy with the Viceroy and the Government of India and to consider with the Viceroy [...] In the present case we have to take cognisance of the condition produced by reason of the addition of the words "as an intergal part of the British Empire."
