That with the object set out in clause 5 the Government in England have decided with the approval of His Imperial Majesty the King-EMpefor that the Secretary of State for India should accept the invitation of the Viceroy to corns mit to this country to discuss matters relating to the carrying out of this new policy with the Viceroy and the Government of India and to consider with the Viceroy [...] In the present case we have to take cognisance of the condition produced by reason of the addition of the words "as an intergal part of the British Empire." The inclusion of this adjunct would make only this difference to the position of India as a selgoverning state that she"INDIA'S CASE 19 would continue to remain in relation to the Foreign Powers of the world as a unit of the British Emp [...] Curiously enough the question of the relation in which the aggregate of the separated powers vested in the representatives of the people should stand with refeence to the aggregate of powers reserved to the Exective Government—in other words the question of the actual position of what has been termed the State Government" in relation to the Executive Government does not seem to have ever [...] Subject to what has actually been said as regards the incompetency of India to frame a proper scheme for the immediate introduction of self-governing institutions in the Provinces suited to the present condition of India all that the ordinary" mind of India can venture to do in its inexperience is to submit a crude sketch of the outlines of a scheme for the consideration of England.
